Job description LIBRARY DIRECTOR
POSITION SUMMARY:
The Library Director of the Sequatchie County Public Library (hereafter Director) oversees and directs the activities and services of the Sequatchie County Public Library. The Director implements the mission, vision, and goals of the library, as set forth by its Board of Trustees (hereafter Board). The Director delivers exceptional public service, marketing, fund development, advocacy, public and government relations, budgeting, and planning. The Director is responsible for staffing and staff development. The Director reports to the Falling Water Regional Library, the Tennessee State Library & Archives, local, state, and federal agencies, as needed. The Director attends all meetings of the library's board, as well as those of other agencies, as needed to further the goals of the Sequatchie County Public Library.
SUPERVISION:
The Director shall report to the Board and be responsible for overall management of the library. The Director works independently, within the overall framework set by the Board.
Performance is reviewed through observation, completion of projects, status reports, conferences, and ongoing communication with the Board. The Board shall evaluate the Director's performance at least annually, with respect to financial expertise, achievement of goals and objectives, problem solving ability, analytical skills, communication skills, customer service, staffing, presentation skills, and other competencies established by the Board.
REQUIREMENTS:
Associate or college degree or equivalent experience required, degree in library science preferred.
A Director without a Master's Degree in library or information science will be required to obtain certification through the Tennessee Public Library Management Institute no later than five years from the date of employment.
Previous library experience or information science experience in an automated environment is preferred. At least three years of supervisory experience which includes fiscal planning and employment management is preferred.
Ability to adapt to current library and technology trends is required.
Knowledge and Skills: The Director must have a demonstrated ability to communicate effectively verbally and in writing. The Director must know or be able to master the principles and practices of public library administration, public library laws, policies, and procedures, and standards of service. The Director must have a working knowledge of budgetary and accounting processes. The Director must have the ability to establish and maintain effective and harmonious working relationships with employees, government officials, other agencies, and the general public. The Director must know or be able to master collaborative staff management concepts, appropriately prioritize, assign, and delegate work, and how to manage change, including staff development. The Director must be able to use necessary technology, including but not limited to integrated library systems and software applications, including business and presentation software and be able to learn new technology to provide better service to the public. The Director must be a strategic planner, able to assist the Board in developing and implementing library goals, objectives, policies, and procedures.
Physical: The work is primarily sedentary and indoors. Normal or corrected speech, sight, and hearing within normal range are required. The Director must be able to lift and carry books and/or cartons of books or other items weighing up to 40 pounds occasionally and must be able to lift and carry up to 10 pounds frequently. Stooping, bending, and walking are required. Climbing is required occasionally. The Director must have a valid motor vehicle operator's license and be able to drive to meetings, state wide and regional training, and other events.
Dress: Appropriate professional dress, as for a business office, is required at all times when working or representing the library.
DUTIES:
- Provide strategic direction to the library to maintain a high level of customer service. This includes planning, coordinating, administering and evaluating programs, projects, processes, procedures, systems, standards and service offerings.
- Serve as a technical advisor to the Board, preparing regular reports, recommending long and short-range goals and objectives for the library.
- Implement the mission, vision, and goals of the library with direction from the Board
- Implement the procedures for library policies written and approved by the Board.
- Prioritize goals and identify and use the appropriate resources to reach desired goals
- Ensure the library is operated in accordance with Tennessee state law and adhere to and enforce all library and county policies and procedures.
- Ensure compliance with state, federal, and local laws, regulations, codes, and/or standards.
- Supervise and evaluate library staff to include delegating, training, and assigning work. Make hiring, disciplinary, and termination decisions.
- Schedule hours worked, vacation, and sick leave for staff.
- Assist the Board in creating and requesting the annual library operating budget and responsibly monitor compliance with it.
- Maintain accurate financial and statistical records and submit necessary reports to the Falling Water Regional Library and other agencies as required.
- Maintain and expand the library's collection, materials, equipment, and supplies, making purchases and weeding older materials as necessary.
- Assume duties normally performed by other staff members as needed.
- Maintain professional working relationships with the public and other agencies.
- Serve as the library's public relations representative at meetings, events, and training.
- Attend all meetings of the Board and in-services and other meetings of the Falling Water Regional Library as required.
- Seek additional funding, as needed, and support from the community and others through communication, presentation, and grant writing.
- Maintain the library's web pages and social media pages and keep them current.
- Implement new technology in the changing library environment.
